These solutions might include:

  • activities in areas that are currently unused to promote business opportunities for retail or other businesses.
  • solutions with a social focus, for example, projects to fight youth unemployment, cultural activities for people at risk of exclusion, integrated activities for multiculturalism and social cohesion, projects that empower women and girls to combat gender inequality, and/or sustainability activities.

Barcelona has a population of more than 1.6 million in an area of 100km² divided into 10 districts and 73 neighbourhoods. The City welcomes solutions that tackle urban blight by promoting both social and economic growth.

Solutions could include data collection and analysis to enable the effective identification and early detection of neighbourhoods in need of attention. A methodology for compiling an inventory of suitable spaces would also be welcome as would a technological platform to support the implementation, monitoring and analysis of the solution. Solutions should have sustainable business models that can be managed either by the City or outside agencies or organisations.

SAN FRANCISCO

The City of San Francisco has a combined sewage system which transports and treats both storm water and sanitary flows in the same set of pipes. During intense rain storms there can be too much water for the system to contain, which can result in street flooding and combine system discharges. Routine and emergency service calls from the public increase significantly during wet weather. San Francisco residents make calls for service through 311, an Oracle-based customer call system. The Hub tracks and distributes work orders generated by 311 calls.

San Francisco coordinates two agencies that respond to weather-related calls. The Department of Public Works (DPW) handles street and sidewalk issues and the San Francisco Sewer Department handles problems with sewer pipes and catch basins. The Sewer Department, DPW and the Department of Emergency Management have requested tools to improve coordination.

In order to best serve its citizens, San Francisco seeks solutions that will allow it to immediately triage service calls and coordinate and dispatch crews to the most critical areas first.

Solutions may:

  • poll responses/work order status from the Hub to a cloud-computing based system that can display storm-related call data.
  • allow for additional triage or tracking information to be added by dispatchers or emergency response coordinators.
  • display crew status and location-using existing GPS systems.
  • allow dispatchers to assign or re-assign crews as needed.
  • show Nexrad radar and prediction to allow dispatchers to see areas of the City most affected by a storm.
  • have a mobile applet for field crews, engineers and supervisors to access data and maps from the field.

LAGOS

The UN estimates that by 2015 Lagos will be the world’s third most populous city with over 23 million citizens. As such the need to transform Lagos into a smarter city has become imperative. Technological advancement necessitates dependence on electronic information dissemination. Internet affects everyday requirements in all aspects of society from education and citizen involvement to health and entertainment. Books, journals and newspapers are commonly being replaced by electronic versions and superseded by Internet sites.

However, although this transformation is typical in higher-income countries it is still not widespread in developing countries. There are two main reasons for this digital divide:

  • the lack of adequate infrastructure (eg. power, bandwidth)
  • the difficulties in user accessibility and availability of technology and devices

As hardware becomes more accessible, the infrastructural gap has become the main issue. Poor Internet penetration makes the delivery of content a major obstacle. Statistics show the level of penetration is as low as 28% within Nigeria while the country ranks 3rd in the world for sub-standard Internet speed which means that even when there is Internet coverage it is often not capable of dealing with faster more inclusive and interactive services.

The City of Lagos is looking for a scalable city-wide Wi-Fi solution with the option of working in a disconnected mode with an independent power source. Typically, these hotspots will be set up for various uses such as content provision for schools, libraries and community centres. It is essential that the solution can work as a hotspot, content server for data storage and can operate in a standalone mode.
